About ACDO:

Asia Community Development Organization (ACDO) is an Afghan non-governmental, non-political and non-profit humanitarian organization founded in 2014 register with the Government of Islamic Republic of Afghanistan (GoIRA) under the supervision of the Ministry of Economy (MoEc) with a mission to provide humanitarian and development assistance to the vulnerable, at-risk and underserved people throughout the country.

ACDO responds to the needs of disadvantaged and marginalized rural and urban communities by managing and utilizing the available scars resources in a well, efficient, transparent and dignified manner to enhance resilience, boost access to education, ensure food and livelihood security, and promote social protection and inclusion.

ACDO has active presence at least in nine provinces in five regions of the country and intends to expand its operations to the remaining provinces as well with the aim to transform itself into a leading and developed organization which will deliver to and support significant number of people who had been affected by the long protracted and sudden on-set emergencies in Afghanistan. Regardless of the hardest circumstances that existed in Afghanistan in last few years, ACDO has managed to deliver humanitarian and development assistance in Balkh, Bamyan, Daykundi, Farah, Herat, Jouzjan, Kabul, Kandahar, Kunduz, Laghman, Nangarhar, Paktia, Takhar, and Wardak provinces.

Job Overview:

The M&E assistant will be responsible for enrolment and management of M&E framework and will oversee all M&E leering actives managing and evaluation of project in Laghman and will be responsible for data collecting, analyzing and reporting. The aim of ACDO’s M&E Assistant is to enable vulnerable, displaced, returnee and host communities’ children and youth to have access to quality education in a protective environment.

Education in Emergencies (EiE) including Community Based Education (CBE) is the main component of our Education project in Laghman province. Furthermore, ACDO is working to enroll out of school children (OOSC) to the CBCs, to support vulnerable children in public/government schools and to strengthen their capacity to host displaced, returnee and host community out of school children to have access to safe and protected basic education.

Job Description:

The incumbent shall undertake the following responsibilities under direct supervision of the District Coordinator and will be responsible for the following:

  • Ensure the effective monitoring and performance management are in place for achieving prior agreed program activity targets.
  • Design and participate in field-based needs assessments and gap analyses, including risk and vulnerability assessments.
  • Support the team on revisions of core implementation documents (milestones, log-frame, assessment documents and implementation plan)
  • Provide technical support to the provincial staff in data collection, analysis and reporting.
  • Support the team in design and implementation of M&E performance plan and tools for bassline and midterm assessment, ongoing monitoring research and learning activities.
  • Track the progress of the activities,
  • Promote M&E standards, quality assurance/control and capacity development of team
  • Lead the preparation of a robust M&E Framework, including well-defined objectives and indicators, to track progress toward education project objectives.
  • Support the M&E team in development of an M&E system for ACDO education project at provincial level to implement and coordinate all M&E activities, including data collection tools and processes to track indicators, and coordination
  • Support the M&E officer in data collection, compilation, analysis, and timely reporting as per the M&E Plan
  • Support the M&E officer and provincial team in identify and formulation of M&E findings, lessons learned and recommendations to be integrated into broader project/ACDO knowledge management efforts, disseminated in learning events and channeled into decision-making processes
  • Support the M&E Officer in timely preparation of sound analytical documents synthesizing the results of activities to assess their impact and effectiveness.
  • Collect monthly report from the Master Trainers and Community Mobilizers and submit the report to Education Officer
  • Support the M&E team in preparing the statistical analysis of reports and activities of employees and their submission to top management.
  • Coordinate and oversee trainings, and awareness programs to effectively organize the events.
  • Prepare and schedule regular and periodic visits to all provinces covered by the program to assess the level of satisfaction of people and the behavior and performance of their staff and address the complaints.
  • Monitor the operation and usage of vehicles, equipment, and other items related to the project.
  • Any other related task as assigned by M&E Officer and/or District Coordinator

Job Requirements:

Qualifications:

  • Minimum Bachelor’s Degree in BCS, BBA, Economics, or any other relevant discipline,
  • Master degree with 1 years of relevant experience, or Bachelor degree with 2 years of relevant experience;
  • Experience in a M&E position with national and international NGOs.
  • Full familiarity with the challenges and opportunities ahead of the program and study the CBE Afghanistan Standard.

Skills:

  • Ability to cope well under pressure, work irregular hours and meet tight deadlines;
  • M&E skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures;

  • Experience in needs assessment, project monitoring and evaluation, and program development.
  • Good knowledge in Child education system in Afghanistan

Language skills:
